1.2本招标项目由四川省发展和改革委员会核准（（略）为川发改能源〔2023〕403号）的招标组织形式为委托招
标，（略）。
项目概况与招标范围项目概况：安居燃气发电项目，新建2×700MW级（H/J级燃机，ISO工况联合循环出力650MW～750MW）燃气-蒸汽联合循环机组
招标范围：2×700MW级（H/J级燃机，ISO工况联合循环出力650MW～750MW）燃气-蒸汽联合循环机组机岛（包括燃气轮
机、蒸汽轮机、发电机等）及燃气轮机长期维护服务。
2×700MW级H(J)级机组机岛设备每套包括一(1)套低NOx燃气轮机、一(1)套蒸汽轮机、一（1）套发电机及其相关的辅助设
备。燃气轮机和蒸汽轮机同轴布置。
投标人资格要求3.1投标人必须是在中华人民共和国范围内注册的独立法人或其他组织。
3.2投标人应为设备制造商，投标人或其技术支持方应具有H/J级燃气-蒸汽联合循环机组设备的设计、制造能力。如果投标人
和国外的制造商具有技术合作、技术支持或技术转让关系，须提供与国外制造商签署的技术合作协议书、技术支持协议书或技
术转让协议书。

3.4投标人或其技术支持方在国内自2015年1月1日起至今具有单台套容量F级（单台套容量390MW及以上）或更优机型的燃气-蒸汽联合循环发电机组投运业绩，所有投标业绩均应提供以下相关证明材料：
合同主要信息：提供合同关键页复印件（合同签章页及合同范围页或清单页或主要技术要求（参数）页等）。
投运或完工证明性材料（（略）①~④中的材料，投标人须至少提供其中的一项）：
（1）经用户盖章确认的投运证明；
（2）经用户盖章确认的安全稳定运行证明；
（3）第三方出具的性能试验报告；
（4）第三方出具的质量验收报告。
以上证明性材料均需能证明投运或完工时间或验收时间，时点应在业绩要求的时间内。
